OVERVIEW

The Black Sea Energy & Transportation Hub is a flagship project, supporting Ukraine’s Recovery, Reconstruction and Modernisation Plan, designed to strengthen national energy security, while accelerating integration with the EU, US and UK markets​

Located on a Black Sea cost, the Hub is a interrelated energy complex that combines:

Diverse
350 MW power generation (renewables, and industrial energy production)

Large-scale storage and balancing systems

Import/export infrastructure, including a 5 BCM LNG/FSRU import, terminal providing direct access to global gas markets and enhancing Ukraine’s energy resilience

Industrial decarbonisation capacity, including 83 ktpa clean ammonia and 100 MW hydrogen-ready production, transpirational and storages 

The Hub is fully aligned with evolving EU climate and energy frameworks, including CBAM, RED III, and FuelEU Maritime, while modernising Odesa’s export infrastructure and strengthening connectivity across the Three Seas and TEN-T corridors

Gas Plant

LOCATION

The Hub is situated on Ukraine’s Black Sea coast, the Hub’s site is in the Odesa region, about 27 km from the city of Odesa

The Hub is strategically located on Ukraine’s Black Sea coast, approximately 27 km from the city of Odesa, positioning it at the heart of the country’s maritime, logistics, and energy infrastructure


The site provides direct access to 17 m deep-sea berths, the national ammonia pipeline system, the Ukrainian Gas Transmission & Transportation Systems, and an extensive intermodal logistics network that integrates rail and road corridors

DIRECT ACCESS TO PORT PIVDENNYI 

The Hub is located directly adjacent to Pivdennyi Seaport, Ukraine’s largest and deepest deep-water port, providing immediate access to the Black Sea and the world’s most efficient maritime route for energy commodities.

 

Transporting LNG, green ammonia, and hydrogen through the Bosphorus Strait is the shortest and most cost-efficient global shipping corridor connecting the Black Sea to the Mediterranean, Suez Canal, and onward to Asia, the Middle East, Africa, and Europe

EXISTING AMMONIA INFRASTRUCTURE

The Hub leverages Pivdennyi’s established ammonia infrastructure, including large-scale storage tanks with a capacity of approximately 120,000 tonnes and direct connections to the high-pressure national ammonia pipeline system. This makes the port one of the very few locations in Europe capable of handling ammonia at industrial scale

European demand for green ammonia is accelerating sharply, driven by:


•    EU decarbonisation frameworks (Fit for 55, REPowerEU, RED III)
•    The transition to green fertilisers and low-carbon feedstocks
•    Growth in ammonia co-firing for power generation
•    The emergence of ammonia as a hydrogen carrier for maritime transport and hard-to-abate industries

PART OF MULTIMODAL TRANSPORT CORRIDOR

This network connects over 90% of Ukraine’s territory to the Polish border and links the project to a network of next-generation energy hubs across allied countries — including the US LNG, the Teesside Clean Energy & Hydrogen Hub in the UK, Germany’s LNG/hydrogen terminals, and the Port of Rotterdam Energy Transition Hub in the Netherlands

Together, these strategically aligned hubs form a transatlantic chain of resilience, enhancing secure energy flows, industrial supply chains, and decarbonisation pathways across the US–UK–EU–Ukraine corridor

In the current geopolitical environment, defined by weaponised energy dependencies, disrupted trade routes, and increasingly fragile supply chains, energy security has become a core pillar of Europe’s resilience strategy. The Hub’s location therefore offers both strategic depth and operational flexibility, reinforcing Ukraine’s role as a secure energy and logistics gateway for the wider region

VYZYR PRO-INVESTMENT DEVELOPMENT ZONE

The Hub is strategically located within the Vyzyr Pro-Investment Development Zone, a rapidly expanding multi-sector growth platform designed to attract large-scale capital and accelerate regional economic transformation. This zone brings together several high-value development priorities, including:

AMPLE SPACE FOR EXPANSION & INNOVATION

Designed as a long-term, multi-phase development, the Hub has access to up to 300 hectares of land - providing one of the largest contiguous development areas on Ukraine’s Black Sea coast. The majority of this land bank is designated for renewable energy generation, including solar, wind, and hybrid configurations tailored to industrial-scale clean fuel production


This extensive spatial capacity enables the Hub to scale renewable power output in parallel with the growth of ammonia production, LNG re-gasification demand, hydrogen conversion, and grid integration requirements. It ensures ample room for future technology upgrades, storage expansion, and additional industrial clusters


The availability of such significant expansion territory positions the Hub as a future-proof platform, capable of evolving into one of Eastern Europe’s major clean-energy and green-industrial complexes over the next decade

This strategic geography makes Odesa one of the most economically advantageous export gateways for clean fuels.
 

Pivdennyi is also the only port in Ukraine capable of receiving LNG/FSRU vessels and ammonia/hydrogen carriers, ensuring seamless integration of imported and exported energy flows.
 

Located at the closest point to Ukraine’s national gas transmission pipeline, the port enables low-cost regasification and rapid delivery of LNG into Ukraine’s domestic system and EU-connected interconnectors


As a vertically integrated energy complex, the Hub combines generation, storage, conversion, and export infrastructure, enabling it to operate autonomously and position Ukraine as a regional energy stabilisation and balancing power - supporting European resilience, diversifying supply chains, and strengthening transcontinental energy security

At the same time, Ukraine has a significant domestic market for green ammonia. Prior to 2022, Ukraine was one of Europe’s largest producers and consumers of ammonia, with major fertiliser plants in Odessa, Cherkasy, Severodonetsk, and Rivne.

The destruction and shutdown of much of this capacity created a large domestic supply gap, particularly for the agricultural sector that remains a core pillar of the Ukrainian economy

​Pivdennyi Port connects directly to the existing railway network and an intermodal freight system that covers over 90% of Ukraine’s territory and extends seamlessly to the Ukrainian–Polish border.

On-site rail and road links ensure efficient domestic distribution of green ammonia and other clean products, while providing direct access to Trans-European Transport Networks (TEN-T)


The Hub is also positioned along the emerging North–South Corridor - a strategic logistics axis linking Northern Europe, Central Europe, and the Black Sea through energy, transport, and industrial supply chains. This connection strengthens integration with key EU markets including Poland, Slovakia, Hungary, Romania, Germany, the Netherlands, and the Baltic ports


Such a strategic location enables the Hub to plug directly into EU trade flows and supports the objectives of the Three Seas Initiative, which seeks to connect the Baltic, Adriatic, and Black Seas through integrated energy, transport, and digital infrastructure

  • A port-adjacent transport and logistics zone, optimised for high-volume cargo handling and multimodal distribution

  • Construction of a state-of-the-art waste-recycling and resource-recovery facility, supporting circular-economy objectives

  • Tourism and recreation development across the coastline-adjacent areas, unlocking new hospitality and services potential

  • Revival and preservation of cultural and historical heritage, strengthening local identity and enhancing regional attractiveness

  • The integration of the Hub within this pro-investment ecosystem amplifies its economic footprint and positions Vyzyr as a model of modern, diversified, and sustainable regional development for post-war Ukraine.
